[ARCHIVED] $1.2 billion master-planned development, 106-acre professional office park headed to Burleson

Burleson city council approved an economic development agreement for Chisholm Summit, a project of roughly 900 acres near the Chisholm Trail Parkway on the city’s western border, during their June 7 council meeting. 

RA Development has proposed the city’s first master-planned community. The project will feature residential homes, over 100 acres of dedicated parkland, including an equestrian center, a community park, pocket parks, trail parks, and over ten miles of an interconnected trail system that will weave through the development. The project will also feature large peaceful ponds for fishing and relaxing and horseback riding trails.

Chisholm Summit will feature 28 acres of commercial space, Hooper Business Park, a 106-acre professional office park/medical district, and Chisholm Square, a community “downtown” node that will be similar to the city’s Old Town. 

"We are happy to welcome the first master-planned community to Burleson,” states Mayor Chris Fletcher. “This project fits right in with the character and vision for our city. It also provides a development on our western city limits that creates new housing possibilities for families and for seniors.”

The development will feature a variety of residential lot sizes to meet any resident’s age, family status or income. Townhomes, 40 to 80 foot lots and estate lots ranging in prices from the $290,000’s - $1 million will all be available. At build out the project is expected to accommodate approximately 3,066 residential units. The homes will be located in the Joshua Independent School District, water will be provided through the Johnson County Special Utility District, sewer will be provided by the City of Burleson and electric will be provided by United Cooperative. 

“Burleson is a community that we have loved for a long time,” said Justin Bond of RA Development. “Our team is grateful for the partnership with the City of Burleson to see Chisholm Summit become a part of that community and excited to welcome families to their new homes in the very near future.”

The project will improve roadways, giving Burleson residents direct access to Chisholm Trail Parkway and greatly enhance emergency response times to the city’s western residents.

"Not only does this project provide a strong financial return for our city’s taxpayers,” says Bryan Langley. “It will also provide multiple amenities for our community and a new east/west corridor for motorists.” 

At the May 3, 2021 city council meeting, TischlerBise, a third-party fiscal, economic and planning consulting firm, presented their financial analysis of the Chisholm Summit development. The financial study showed that the proposed development would add approximately $1.15 billion in taxable value to the city and add roughly ten percent to the city’s sales tax collections. The city is projected to receive $1.66 in revenue for every dollar of expenditures. This does not include any development that will take place at Hooper Business Park. 

“The addition of Hooper Business Park is natural next step for our community,” says Economic Development Director Alex Philips. “Our team is excited to continue our recruiting efforts of regional and national headquarters in order provide more opportunities for Burleson residents to live and work in town.”

Development Agreement Key Points

  • Term of the agreement to be 25 years
  • RA Development to dedicate a three-acre tract for a city public safety facility
  • RA Development to coordinate, design, and construct all public infrastructure, including roadways, sewer, lift stations, etc. 
  • RA Development to coordinate any Public Improvement District (PID) construction and activities 
  • City will reimburse the developer for the design and construction costs of extending Lakewood Drive from FM 1902 to CR 1020
  • City will reimburse the developer for the design and construction of the sewer line and lift station to serve this development 

Project Next Steps

  • September 2021 – Design contracts for roadway and sewer improvements
  • June 2022 – Construction of roadway and sewer improvements to begin
  • December 2023 – Construction of roadway and sewer improvements to be completed
  • 2024 – New homes to begin construction in Chisholm Summit
